The Center for Asia-Pacific Resilience and Innovation (CAPRI) was established in Taipei in 2022 to conduct interdisciplinary, comparative research on innovative practices in policy and governance that can strengthen societal resilience in the Asia Pacific. As a nongovernmental, nonpartisan, international organization, CAPRI’s current work focuses on identifying and meeting challenges to resilience at the intersection of health, economic growth, and environmental sustainability, particularly in the high-income societies of the region. CAPRI’s vision is to become a leading international think tank that promotes global discourse and provides Asia-Pacific perspectives on improving governance and addressing these challenges. CAPRI’s mission is to provide informed and insightful policy analysis to governments, academic and business leaders, the news media, civil society organizations, and the informed public in the Asia-Pacific region and worldwide. CAPRI’s initial funding in Taiwan has been provided by some of Taiwan’s leading corporations and philanthropists. During its first year of operation, CAPRI also received funding in the United States at the Miller Center Foundation, a 501(c)3 nonprofit organization affiliated with the University of Virginia. CAPRI’s founding Board of Directors includes policy analysts as well as corporate and civic leaders from Europe, Taiwan, and the United States, and it is chaired by CAPRI’s founder Professor Syaru Shirley Lin, a former partner at Goldman Sachs and a faculty member at the University of Virginia, Chinese University of Hong Kong, and National Chengchi University in Taiwan. CAPRI’s work will be guided by an International Advisory Council chaired by Malcolm Turnbull, former Prime Minister of Australia.

CAPRI serves as the Asia-Pacific hub for several international organizations involved in policy research and advocacy on the challenges to economic, health, and environmental resilience posed by the COVID-19 pandemic and on policies that can increase resilience, improve governance, and prepare societies for future challenges. These research partners include the 布魯金斯研究院 in Washington, DC; the 米勒公共事務中心 in Charlottesville, Virginia; the 堅韌社會再造委員會, headquartered at the Chan School of Public Health at Harvard University; and the Partnership for Health System Sustainability and Resilience (PHSSR), initiated by the World Economic Forum and the London School of Economics and Political Science.

CAPRI is seeking an Executive Director committed to objective, interdisciplinary policy research on societal resilience and effective and responsive governance. The Executive Director will play a crucial leadership role in CAPRI, reporting to the Chair and Board of Directors as well as managing a team of highly motivated and globally minded staff to develop and implement CAPRI’s strategic plans. The Executive Director will also identify, initiate, and maintain relationships with donors, academic institutions, private companies, and nongovernmental organizations; shape the center’s international profile; and build its standing in local, regional, and global policy communities. The Executive Director will maintain CAPRI’s existing relationships in Taiwan, as well as in the United States, Europe, and other regions, and identify and evaluate additional partnerships for research, convening, and outreach. The Executive Director must be able to identify the issues that could inform new research projects and creatively design programs and events that highlight the center’s research findings on those issues.

工作內容

  • Develop and implement CAPRI’s strategic plans
  • Assist the Chair in maintaining and strengthening relationships with CAPRI’s stakeholders
  • Oversee CAPRI’s operations, finances, and programming, supervising the Director of Administration and working closely with the Chair, Board of Directors, and International Advisory Council
  • Recruit, and then oversee, directors of research, communications, and external affairs
  • Manage a bilingual team of research and administrative staff in Taipei and a small part-time staff abroad
  • Oversee the identification, recruitment, and training of additional researchers and administrative staff
  • Ensure transparency, integrity, and discipline in all financial and legal matters
  • Together with the Director of Research, set CAPRI’s research agenda and ensure objectivity in CAPRI’s research and outreach activities
  • Together with the Director of External Affairs, identify additional sources of funding and manage CAPRI’s relationship with donors, partners, and regulators
  • Together with the Director of Administration, obtain legal and administrative advice from lawyers and consultants as necessary
  • Review staff performance and compensation with the Chair
  • Lead a communications team and take responsibility for branding and marketing
  • Monitor comparable local and international policy research, education, and advocacy organizations, in Taiwan and elsewhere, to draw lessons for CAPRI’s work
  • Together with the Director of Research, serve as CAPRI’s principal representative in communicating and amplifying CAPRI’s research findings for its most important stakeholders, representing CAPRI in public events as appropriate
  • Represent CAPRI in managing its global research and outreach partnerships
  • With the Directors of Research and External Affairs, manage CAPRI’s convening activities, including those undertaken with its partners and those conducted independently

  • Excellent written and oral communication skills in English and Chinese
  • Ability to work successfully within a flat, start-up organizational structure
  • Ability to create and maintain local and global partnerships with public, private, and nonprofit organizations
  • An intellectual interest in public policy and a commitment to governance in the Asia Pacific

加分能力

  • Master’s, JD, or PhD in a field relevant to the Center’s areas of focus
  • At least 10 years of leadership and management experience in nonprofit, think tank, or academic leadership
  • Experience in conducting and communicating policy research
  • Expertise in fundraising for nonprofit, public policy, or research organizations
  • Experience in government relations, especially with Taiwan government agencies, governments in the Asia Pacific, and multilateral organizations involved in the region
  • Outstanding leadership and organizational skills, particularly in growing nonprofit or academic organizations

地點

The Executive Director will work out of CAPRI’s office in Taipei City but will regularly travel internationally within Asia and to the United States and Europe.

Salary

Competitive; determined in light of position-related experience, professional accomplishments, and education.
